Background of the Webinar

As information and communication technology (ICT) evolves, online child sexual exploitation and abuse has become an accelerating threat to the safety of children and raised global concerns over the past decades. One nascent problem is grooming of children for sexual purposes facilitated by ICT, especially in the context of the Covid-19 Pandemic. Grooming victimizes numerous children, posing them at direct risk for sexual abuse and exploitation. Research shows that at least 63 countries have promulgated legislation regarding online grooming of children. However, grooming has not been addressed by law in many other countries. Legislative vacuum can be partly attributed to lack of public awareness. The concept of grooming remains unknown to the public, even to practitioners and scholars specializing in child law and penal law.

This webinar will introduce some of the best experience in combating online child sexual exploitation and abuse and raise awareness of legislative response and other preventive measures to the emerging challenge of grooming for sexual purposes.
